The purpose of Morocco COC certification 

The Moroccan Ministry of Industry, Trade, Green and Digital Economy (MCINET) recently established a “Verification of Conformity” (VoC) program to certify that products imported into Morocco comply with national product quality and safety regulations. This VoC plan is effective from February 1, 2020. Certain consumer and industrial products intended for import into Morocco should be tested to local NM standards, which are partially aligned with ISO or EN standards. Depending on the regulated product category (see "Products in Scope" above), products are subject to pre-shipment testing in the country of export or in Morocco (destination testing). In both cases, the conformity assessment is followed by the issuance of a Certificate of Conformity (CoC), which demonstrates that the product complies with applicable standards and regulations. Depending on the nature and frequency of imports, three different certification routes are available. Law 24-09 promulgated by the Moroccan government is the basis for this VOC plan.

The main service contents of Morocco COC certification:

• Review technical documentation (Chinese, English or Arabic) regarding product information, labels and user manuals.

• Confirm whether the product is within the scope of CoC and its corresponding standards or regulations.

• On-site inspection of products at the customer's factory or warehouse.

• Provide a draft COC certificate for customer review.

• The official certificate is sent via email and uploaded by the importer to the local PortNet system in Morocco.

Charges

Moroccan COC charges usually include certificate fees, inspection fees, third-party product testing fees and service fees.

Apply papers for Moroccan COC certification

• The exporter submits application forms, proforma invoices, packing lists, product quality documents such as test reports, technical parameter sheets, and factorIISO certificates (if any) to the agency;

• The certification body determines feasible implementation options and applicable standards under the plan;
  

• If testing is required, contact the agency laboratory for testing, and the exporter will coordinate sampling and implement laboratory testing;
  

• The on-site inspection will be carried out at the agency inspection office closest to the inspection location, and all costs will be borne by the applicant;
  

• After the inspection is completed, the exporter submits the final documents (commercial invoice and packing list) to the agency office;
  

• The organization issues an electronic certificate and emails it to the customer.
